Ethereum (ETH) co-founder Vitalik Buterin recently established a key standard that Layer-2 (L2) projects must attain to get his attention. He disclosed this in an X post, highlighting the need to improve decentralization efforts.
Vitalik Buterin to Focus on Stage-1 L2 Projects
Vitalik mentioned that by next year, his attention on Ethereum Layer-2 projects will be limited to solutions that have progressed to stage 1+. He said these would be the only L2 projects he would publicly mention on blogs, talks, and others.
“It doesn’t matter if I invested or if you’re my friend; stage 1 or bust,” Vitalik emphasized.
However, he noted that new, genuinely interesting projects would be given a grace period. Vitalik expressed excitement about various ZK-rollup teams that revealed they would reach stage 1 by the end of 2024.
I take this seriously. Starting next year, I plan to only publicly mention (in blogs, talks, etc) L2s that are stage 1+, with *maybe a short grace period* for new genuinely interesting projects.

Stage 1 is the Ethereum co-founder’s classification of Layer-2 decentralization progress. In this stage, the network must have grown sufficiently in scaling and security but not completely decentralized. Buterin outlined crucial criteria an L2 project must meet to be considered a stage 1 roll-up.
According to him, the project must have a 75% threshold on the council to override the proof system. This is in addition to having at least 26% of the council members from outside the rollup team.
A New Era in Decentralization
Vitalik said the multi-sigs projects in which he is involved have not witnessed any major failure in recent years, much less 26%. He added that the stage 1 milestone set for L2 projects is reasonably moderate. Still, he stressed that the transition to stage 1 should be gradual without affecting the training process.
Furthermore, Vitalik Buterin pointed out that the current era of rollups being treated as simple multi-signature (multisig) solutions is winding up. He highlighted a transition towards the era of cryptographic trust, which suggests a transition towards stage 2, where rollups are backed by code.
Overall, Vitalik’s focus on stage 1 L2 projects highlights his determination to ensure continuous growth in the Ethereum network.
